Resentment of Siad Barre’s oppressive dictatorship led to the formation of a second Islamist group, al Itihaad al Islamiya, or the Islamic Union (IU), in the early 1980s. The group sought to depose Siad Barre and set up an Islamic state, which would ideally encompass the entire Horn of Africa.4
